Avfallsförebyggande arbete i Norrbottens läns kommuner : En studie om kommunal avfallshantering och avfallsdirektivets påverkan

This study aims to evaluate the waste management in Norrbottens municipalities in key areas such as possibilities to reach the two national waste goals, information to the public, the effect of legislation, future of waste management and differences in geographic- and demographic areas. The Waste Framework Directive (WFD) issued by the EU and incorporated into Swedish law plays a major part in waste management by defining a hierarchy in five steps how waste should be treated. Interviews conducted with each of the fourteen municipalities aimed to find out what step in the hierarchy they are at and what effect the implementation of EU-legislature into Swedish law has had. Based on the interviews a diverse range of answers was found in relation to the questions asked, generally the more populated municipalities saw a more positive future of waste management, mainly because more developed infrastructure to handle waste is already in place. However the smaller the municipality is the harder it is to allocate resources for waste management and problems arise in the form of expensive transports of waste.

The aim of this essay is to examine the handling of plastic waste on a local level in the three municipalities of Gothenburg, Malm? and Stockholm. This is achieved with the help of guidance within the theory of Multi-level Governance. By applying the EU directive 2019/904, about disposable plastic, and examining the global plastic problem, the efforts to promote sustainable use, and recycling of plastic, is analyzed. The method involves a qualitative content analysis, where the 2022 waste plans of the three municipalities, ?Sveriges handlingsplan f?r plast? by the Government Office, and the 2019/904 EU directive constitutes the base of the study.

The management of water resources and waste water varies between the countries of the EU. For many years, a large part of the water in Europe has been contaminated by, among other things, insufficiently treated waste water and emissions from agriculture. The EU Water Framework Directive 2000/60/EC and the Urban Waste Water Directive 91/271/EEC are intended to harmonize fresh-water management and waste water management within the whole EU, aiming at safeguarding drinking water of good quality and a high quality of all water within the EU today and in the future. There are however some problems concerning the waste-water directive. One problem is the huge investment needed in Slovakia to fulfil the demands of the waste-water directive for waste-water management in larger communities (with more than 2000 inhabitants).

The purpose of the thesis is to compare Sweden's and Great Britain's total costs for their systems regulating producer responsibility for waste packages. Producer resonsibility is a strategy implying that producers are responsible for their waste also after its use. Sweden and Great Britain introduced different systems systems after an EU directive was adopted in 1994 (94/62/EC), and they have resulted in entirely different recycling levels in the two countries. In the Swedish system, responsibility has been delegated to the industry who are responsible for reaching the determined goals. The economic instrument used is a fee, set and managed by the industry. The British system is more centrilised, and the economic instrument used to finance recycling of waste is a system based on transferable permits. The thesis compares the four different alternatives: delegated and centralised methods, and fees and transferable permits analytically.

This study has examined if importation of waste for energy recovery can reduce the climate impacts of Waste Management Systems. Using Systems Analysis this study will try to examine the complex waste systems in a systematical and strictly logical way to see how these systems interact and affect each other. Specifically examining the climate impact of waste management systems in England. The traditional way of handling waste in England is through Landfills. Land filling leads to emissions of the greenhouse gas Methane. The EU has put in place a landfill directive that is supposed to lead the member states away from land filling as a method of waste management. Today in Sweden there is a competition for the waste available for incineration. The worsening economical situation together with less product packaging and an increase in source separation leads to a lack of waste available for incineration.

Förutsättningar och hinder för att minska elektronikavfall : En studie över hur WEEE-direktivet påverkar Sveriges förebyggande åtgärder mot elektronikavfall

To meet the growing amount of waste from electronic and electrical equipment (WEEE) EU developed, year 2002, a directive (2002/96/EG) with the objective to govern the management and reduce the amount of WEEE. The directive is based on producer responsibility which makes the producer responsible for collection and dispose of WEEE. In 2012 a new revised directive (2012/19/EU), with tougher collection targets, was developed. Both the old and the new directive states that the approach to tackle WEEE should be prioritized in order of prevention, reuse and then recycling. Hitherto the amounts of WEEE has increased every year, making it relevant to examine which type of preventive measures the directive contains and how effective they are.

With a growing society and increasing pressure on environmental issues the need of a new economy with the environment included is necessary. This study examine if European Union´s picture of the waste hierarchy match the reality. Since the purpose with the waste hierarchy is to benefit environmental and economy. A survey was made over Käppalaförbundets waste from 2013, to see where the waste falls in the waste hierarchy.

Arbetstidsdirektivets implementering i svensk lag : En studie om byråkratisk drift

The aim of this master-thesis is to investigate the emergence of bureaucratic drift in connection with implementation of EU-legislation in Sweden. To narrow it down I have chosen to look at the Swedish implementation of the Working Time Directive, directive 93/104/EG. To be able to fulfil the purpose of this master-thesis I have used two research questions; [1] How did Sweden implement the Working Time Directive into Swedish law? and [2] Why did Sweden omit to correct implement the Working Time Directive? To be able to understand and explain the situation I have used the principal-agent perspective as a theoretical framework. An analysis of motives has been used as analytical method.The results from the analysis show that Sweden, in order to keep the contractual model used on the labour market, which is a part of the well known Swedish model, shirked while implementing the directive and implemented as to be able to fulfil its own agenda.

This thesis aim to advance the Liberal Integrovernmentalism (LIG) developed byAndrew Moravcsik in order to order to explain how the European Court of Justice (ECJ) can make de facto EU policies diverge from what was originally intended by the Member States. More specifically it describes how the Posting of Workers Directive, Directive 96/71/EC, originally was created to shield certain Member States and their respective systems of regulating the labour market from pressure arising from the posting of workers form low-wage countries inside the EU. However, through a series of cases in the ECJ the de facto policy of the directive has changed and it is now in itself a potential threat against these systems. The Member States now find themselves caught in a ?Joint-Decision Trap?, unable to rectify the situation even though their original agreement has been turned on its head.

Skrubberavfall : Hantering i hamn

This paper deals with challenges associated with handling scrubber waste in the port of Karlshamn and what various industry partners are doing to meet this growing demand. The main challenges have been the proportion of ships with scrubber, the amount of generated waste and waste characterisation. An understanding of these factors has been crucial in order to ascertain the aim of this study, which has been made with calculations based on leading manufacturer?s scrubber analyses and with an estimation of the quantity of ships with scrubber by examining AIS data from the Port of Karlshamn. In order to calculate the quantity of scrubber waste two different scenarios were established, which in turn produced two different outcomes.

The research in this paper aims to producing a home version machine thatcan dry and make biological waste into compact pellets. This product ismade primarily for those who want to improve the environment and reducethe energy consuming process of separating the biological leftovers fromother waste in the large processing plants and save money due to reducedpickups of waste. Since there is no commercially available product thatdoes what we want to achieve we had to start from the beginning with boththe design and the mechanical aspects. The result is a machine, that fits inour homes, and in an easy and inexpensive way reduces the amount ofbiological waste that needs to be collected by the public wastetransportation system. This is done without reducing any of the energy inthe waste and it can still be used to compost or by large-scale plants that usethe waste to make electricity.

Sverige och implementering av EU-direktiv : En fallstudie av badvattendirektivet och arbetstidsdirektivet

The aim of this paper is to explain and compare non-compliance of two EU-directives, ?the quality of bathing water? and ?the working time directive?. This study answers the questions: Why didn?t Sweden implement the directive on bathing water quality and the working time directive correctly? Are the reasons for non-compliance the same or different in the two cases? The paper is designed as a case study and with an explanatory attempt we explain why the two directives weren?t implemented correctly in Sweden. The theoretical approach is based on both general- and EU-specific implementation theories.
